Replication offers an opportunity to expand solutions that work to other areas in Pennsylvania and the country. Fatherhood as a focus of the public welfare system was added in 1999 as a demonstration project titled, “the Fatherhood Initiative” of the Bureau of Employment and Training Programs. It was housed at the Philadelphia Workforce Development Corporation and later at GPUAC. There the demonstration saw immediate success and grew into the “comprehensive center for fathers” model. NCCF developed its national replication process by following the guidance of nationally recognized replication experts like Public/Private Ventures (P/PV). Its publication, Copy That provided step-by-step guidance, and NCCF gained much informally from a few critical conversations with P/PV staff. In addition, NCCF also engaged the expertise of New Jersey-based consulting firm, Janis Solutions. They conducted a program evaluation of NCCF, assisted in the identification of core elements of the model that we believe essential to success and worked along with us to both identify contacts in Newark and Camden NJ and funding streams.
